The African Academy of Sciences was
conceived on the 6th day of July 1985 when 22 prominent scientists met
in Trieste, Italy, at the inauguration of the Third World Academy of
Sciences TWAS) and devised the concept of the African Academy of
Sciences (AAS).
The Academy set out its mandate to cover
four principal areas: 1) Mobilization and strengthening of the African
scientific community in Africa; 2) Publication and dissemination of
scientific materials; 3) Research; development and public policy, and
4) Capacity- building in Science and Technology.
AAS publishes a quarterly, peer- reviewed
multi- disciplinary research and policy journal, "Discovery and
Innovation", which started in 1989, and reaches thousands of scientists
in hundreds of institutions the world over, as authors, reviewers,
subscribers and readers.

African Agricultural Technology Foundation
(AATF)

Highlights

The AATF is a new, innovative and unique
public-private partnership designed to resolve many of the barriers
that have prevented smallholder farmers in Africa from gaining access
to existing agricultural technologies that could help relieve food
insecurity and alleviate poverty. The AATF is currently based in
Africa, at the International Livestock Research Institutes (ILRI)'s
Nairobi campus in Kenya, but founding offices in Washington, DC, USA.
It is led, managed and directed by Africans. "To improve food security
and reduce poverty of smallholder farmers in Sub-Saharan Africa by
facilitating public private partnerships that provide access to
agricultural technologies, materials and know how and that facilitate
existing institutions along the value chain to ensure delivery of
products to African farmers and create sustainable markets."
The AATF has been designed to identify and
facilitate the royalty-free transfer of proprietary technologies that
meet the needs of resource poor African farmers, in ways that address
and resolve the concerns of technology providers. AATF will
play primarily collaborative and facilitating roles. It will act as the
neutral intermediary, a "responsible party" between owners of
proprietary technologies and those that need them, by creating
partnerships between parties, and by assuming certain stewardship
responsibilities, AATF becomes the bridge that allows African
scientists and development experts to access the new tools they need,
and through them, to get final products into the hands of poor farmers.
Specifically, AATF will: 1) Enter into
license agreements to access proprietary technologies royalty free and
with freedom to operate thereby reducing transactions costs; 2)
Sub-license partner institutions in Africa for further research as
needed to adapt the technologies to smallholder farming conditions; 3)
Issue sub-licenses to test the adapted technologies for regulatory
consent; 4) Issue commercial licenses for production and distribution;
5) Monitor compliance with the requirements of licensees and
sub-licenses to protect the interests of technology providers; 6)
Create partnerships within African countries and with external
stakeholders that will foster the development of necessary capacities
over time, among others.

The African Development Bank is a regional
multilateral development bank, engaged in promoting the economic
development and social progress of its Regional Member Countries (RMCs)
in Africa. The Bank, established in 1964, started functioning in 1966
with its Headquarters in Abidjan, Cote d' lvoire. Its shareholders are
the 53 countries in Africa as well as 24 countries in the Americas,
Europe, and Asia.
The Bank's principal functions are: (i) to
make loans and equity investments for the economic and social
advancement of the RMCs; (ii) to provide technical assistance for the
preparation and execution of development projects and programs; (iii)
to promote investment of public and private capital for development
purposes; and (iv) to respond to requests for assistance in
coordinating development policies and plans of RMCs. In its operations,
the Bank is also required to give special attention to national and
multinational projects and programs, which promote regional
integration.
The Bank's operations cover the major
sectors, with particular emphasis on agriculture, public utilities,
transport, industry, the social sectors of health and education, and
concerns cutting across sectors, such as poverty reduction,
environmental management, gender mainstreaming, and population
activities. Most Bank financing is designed to support specific
projects. However, the Bank also provides program, sector, and
policy-based loans to enhance national economic management. The Bank
also finances nonpublicly guaranteed private sector operations. The
Bank actively pursues co-financing activities with bilateral and
multilateral institutions.

The advent of the African Union (AU),
formerly known as the Organization of African Unity (OAU), which
started on 9.9.1999, through a declaration (the Sirte Declaration) by
the Heads of State and Government of the Organisation of African Unity
for its formation, with a view, inter alia, to accelerating the process
of integration in the continent to enable it play its rightful role in
the global economy while addressing multifaceted social, economic and
political problems compounded as they are by certain negative aspects
of globalisation. AU runs and finances the Inter-African Bureau for
Animal Resources (IBAR), which also publishes a scientific journal-
Bulletin of Animal Health and Production in Africa. One of AU's recent
and important initiatives is the New Partnership for Africa's
Development (NEPAD) is a programme of the African Union created by
Africans, for Africans and implemented by Africans. NEPAD is a
comprehensive integrated development plan, with a vision and programme
of action that addresses key social, economic and political priorities
in a coherent and balanced manner. It is a commitment that
African leaders are making to African people and to the international
community, to place Africa on a path of sustainable growth. NEPAD's
goals are: 1) to promote accelerated growth and sustainable
development; 2) to eradicate widespread and severe poverty and 3) to
halt the marginalisation of Africa in the globalization process, among
others.

ADB was established in 1966, ADB is a
multilateral development finance institution owned by 59 members,
mostly from Asia and the Pacific. ADB's principal goal is to reduce
poverty. Its related objectives are to foster economic growth, support

environment. ADB provides loans and technical assistance to governments
for specific projects and programs. ADB's lending volume in 1999 was
US$5 billion. Technical assistance grants, amounting to US$173 million

The Internet was born and grown up by the
massive efforts of researchers, with the fiscal support of government
agencies. Commercial Internet providers now enjoy the business success,
but it is well known that new technologies are required to meet
tomorrow's demands of the customers.
The necessity for high-end Internet for
researchers in Asia Pacific region was recognized at APEC Symposium in
Tsukuba, Japan in March 1996, and then Asia Pacific Advanced (APAN) was
proposed at APII Test-bed Forum in Seoul, Korea in June 1996. Some of
the APAN links have been installed, and the Network is being expanded
gradually. The research on the next generation Internet technologies
has begun in collaboration with advanced institutions in other regions.

The Association of African Universities is
an international non-governmental organisation set up by the

The International Bull Evaluation Service
(INTERBULL) is a non-profit organisation, responsible for promoting the
development and standardisation of international genetic evaluations
for cattle. It achieves this through co-ordinating international
communication and research efforts, and providing a number of services
to participating countries through the activities of the INTERBULL
Centre in Uppsala, Sweden.
INTERBULL became a permanent sub-committee

The Foundation is administered largely from
its New York City headquarters. But more program work will now
originate from its offices in Bangkok, Nairobi, Mexico City, Harare and
San Francisco. The work of these offices will be along the lines of the
four themes and cross-theme. An independent board of trustees, which
meets four times a year, sets program guidelines and financial policy,
and approves all appropriations.

The Southern African Development Community
(SADC), formerly SADCC, was originally established in 1980. In 1992, it
became a formal treaty organisation with the signature of the SADC
Treaty and Declaration at Windhoek. South Africa acceded to the
organisation in 1994 and Mauritius joined in 1995. More recently, the
Democratic Republic of Congo and the Seychelles were admitted at the
meeting of Heads of States and Governments of SADC in Blantyre, Malawi,
in September 1997. SADC now comprises 14 countries: Angola,
Botswana, Congo, Lesotho, Malawi, Mauritius, Mozambique, Namibia,
Seychelles, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe. At
its inception, the Community agreed that individual countries should be
given the responsibility for implementing regional programmes in

The World Fish Center is a food and
environment research organization that joins forces with farmers,
scientists, and policy makers around the world to help the rural poor
increase their income, preserve their environment, and improve their
lives. The World Fish Center is an autonomous, nongovernmental,
non-profit, international scientific and technical center, which has
been organized to conduct, stimulate and accelerate research on all
aspects of fisheries and other living aquatic resources.
The Center was conceived by the Rockefeller
Foundation in 1973, and became a small program of the University of
Hawaii in 1975. ICLARM was incorporated in Manila in March 1977. It
became a member of the Consultative Group on International Agricultural
Research (CGIAR) in May 1992.
ICLARM's Organizational Statement provides
the Center's goal and objectives, principles and values.The Center's
work focuses on tropical developing countries in both inland aquatic
(mainly ponds and rice floodwaters) and marine (coastal and coral reef)
systems - in which research is carried out on their dynamics, on
investigating alternative management schemes, and on improving the
productivity of key species. The work includes cooperative research
with institutions in developing countries, and supporting activities in
information and training. The programs of ICLARM are supported by a
number of private foundations and governments.
